ഏജീസ് ഓഫീസ് എന്.ജി.ഓ. അസോസിയേഷന് ജനറല് സെക്രട്ടറി ആയിരിക്കെ ഭരണഘടനയുടെ 311(2)(c) വകുപ്പ് ദുരുപയോഗിച്ച് ഇന്ത്യന് രാഷ്ട്രപതി സര്വീസില് നിന്ന് പിരിച്ചുവിടപ്പെട്ട സ: എന്.ബി. ത്രിവിക്രമന് പിള്ള നിര്യാതനായിട്ട് ഇന്ന് 10 വര്ഷം തികയുന്നു. അറുപതുകളിലും എഴുപതുകളിലും ഏജീസ് ഒഫീസില് നിലനിന്നിരുന്ന അടിമസമാനമായ അന്തരീക്ഷത്തില് നിന്നും അന്തസ്സും അഭിമാനവും ഉള്ളവരായി ജീവനക്കാരെ മാറ്റിത്തീര്ത്ത നിരവധി പോരാട്ടങ്ങള്ക്ക് നേതൃത്വം കൊടുത്തതിന്റെ പേരിലായിരുന്നു രാജ്യസുരക്ഷയ്ക്ക് അപകടം എന്ന കുറ്റം ചുമത്തി 1972 ഏപ്രില് 22-ന് സഖാവിനെയും സ: പി.ടി. തോമസിനെയും പിരിച്ചുവിട്ടത്. സഖാവിന്റെ സേവനങ്ങളെയും ജീവിതത്തെയും അനുസ്മരിക്കുന്നതിനായി ഇന്ന് ഉച്ചക്ക് 1.15-ന് ഏജീസ് ഓഫീസ് ആഡിറ്റ് ആന്റ് അക്കൌണ്ട്സ് അസോസിയേഷന് ഹാളില് അനുസ്മരണയോഗം ചേരുന്നു.
തൃശൂര് ബ്രാഞ്ച് അസോസിയേഷന് രജതജൂബിലി ആഘോഷങ്ങള് ഉദ്ഘാടനം ചെയ്തുകൊണ്ട് 1997 ഏപ്രില് 3 ന് സ.എന്.ബി.ത്രിവിക്രമന് പിള്ള നടത്തിയ പ്രസംഗത്തില് നിന്ന്.

9. Upon perusal of the afore stated
provision, it is very clear that by way of major penalty, an employee can be
placed in a lower time scale of pay, grade, post or service, for a period which
might be specified in the order of penalty but there is no provision with
regard to reverting an employee by way of punishment to a lower post on
permanent basis.
10. In view of the afore stated clear legal
position, in our opinion, the punishment imposed upon the appellant cannot be
said to be legal and therefore, we quash the same and we also quash the order
whereby the said punishment has been confirmed by the High Court.

The record note of discussion with DAI on 23rd
August 2013 has been received and it has been placed in our blog.
The Deptt has already issued orders enhancing the
per centage of Supervisors in deficit offices – where the vacancy position in
AAO cadre is 15% or more, the Supervisor post will be 10% of the Sanctioned
strength of AAO cadre.
Though it
is much below what we have been demanding (20% of the AAO cadre strength across
the department), it still gives relief to seniors to a great extend. CHQ is
continuing its efforts to convince the administration on the need to extend the
enhanced percentage of Supervisor posts in all offices, irrespective of the
vacancy position.
As regards
SAS results, it seems the administration is not in a mood to backtrack on
negative marks. The efforts are continuing. The situation gets worse with
direct recruitee SAS personnel as they face reversion. Additional chances for
those who have already exhausted the chances or a supplementary exam for all
such candidates are the proposals that we have put up, in addition to the
abolition of negative marks. We have also brought to the notice of DAI that no
such condition on negative marks was notified to the candidates at the time of
the Examination. The CHQ is pursuing the matter with the CAG‘s administration.
We are
constantly pursuing the need of going for local recruitment, if necessary, by
delineating/disaffiliating with Staff Selection Commission. The administration
is quite skeptic about having own recruitment mechanism for the reasons well
understood. The present method of recruitment is causing lot of inconveniences
to the newly recruited as well as to the office. Our units should take lead in
mobilising political opinion in every station for forcing the Central
government to change the recruitment pattern adopted by the SSC. The eve of
general election is the appropriate time for such mobilisation.
ON
7TH CPC
The
struggle led by Confederation forced the government to announce the appointment
of the 7th CPC. The CHQ greets all our comrades who joined the
various struggles and also the strike on 12-12-12.
The Govt
has sought comments from the Staff Side, NC, JCM on the terms of reference of
the 7th CPC. The letter from the Govt to Secretary, Staff Side is
placed on the Association site. The Staff side responded by demanding a
meeting. The meeting has been convened on 24th October 2013, at 11
am.
Consequent
upon the decision of the Government to set up the 7th CPC, the
strike ballot scheduled for 11, 12, 13 November has been deferred.

CLASS ON 15-16 NOVEMBER AT MUMBAI
Confederation
has organised 2-day’s TU class at Mumbai. The delegates for the TU class is

WOMEN’S
CONVENTION AT NEW DELHI ON 25-26 NOVEMBER 2013
Confederation is holding the 2nd Women’s Convention at New Delhi on 25-26 November 2013. We have been given a quota of 15 delegates (minimum). The Units are requested to depute women comrades to the convention. The quota for each station is given below.

PRESS STATEMENT
Central Government has announced the constitution of 7th Central Pay Commission. Confederation of Central Government Employees & Workers has been raising this demand before the Government right from 2011 onwards and has conducted series of agitational programmes including Parliament March and one day nationwide strike on 12th December 2012.
While welcoming the decision of the Government, we are disappointed to note that our demand for five years wage revision w.e.f. 01.01.2011 and merger of DA has not been considered favourably by the Government. When the public sector employees are given five years wage revision and the erosion in real wages has reached an all time high due to steep price rise, grant of five year wage revision to Central Government employees is fully justified. Similarly every time the Government appointed pay commission merger of DA was also granted. This time Government has not acceded the demand for merger of DA with pay now. Thus by appointing pay commission employees will not be getting any financial benefit now. The demand for inclusion of Gramin Dak Sevaks under the purview of the 7th CPC and grant of merger of DA to GDS is also pending.
In view of the above, the National Secretariat of the Confederation of Central Government Employees and workers urge upon the Government to consider the above demands also favourably failing which the confederation shall be constrained go for further agitational programmes.

ANNOUNCED BY THE GOVERNMENT
Central Government today announced the constitution of the 7th CPC. Confederation of Central Government Employees and workers has been demanding appointment of 7th CPC right from 2011 onwards. We have conducted continuous agitational programmes including Parliament March and also one day nationwide strike on 12th December 2012. After 12th December Strike we have decided to go for indefinite strike and strike ballot is also announced. We congratulate the entire Central Government employees who rallied behind Confederation. Confederation is the only organization which has conducted serious agitation demanding constitution of 7th CPC.
Government has not yet announced the Chairman, Committee members etc of the 7th CPC and also terms of reference. Further our demand for merger of DA, giving effect from 01.01.2011, inclusion of three lakhs Gramin Dak Sevaks under the purview of 7th CPC, granting DA merger to GDS and settlement of other demands in the 15 points Charter of Demands are also pending. Before announcing the terms of reference of 7th CPC. If Government is not ready to accept our above demands, Confederation National Executive will meet shortly and shall decide for further course of action.
ANNOUNCEMENT OF 7TH CPC IS ONE STEP FORWARD AND IT IS THE VICTORY OF THE WORKERS WHO FOUGHT FOR IT.
